Cheap credit for irrigation: The government or banks can provide cheap agricultural credit so that farmers can construct wells, tubewells, canals and dams; assured irrigation enables a second crop to be grown, which creates additional employment on the farm itself. 2. Development of rural infrastructure: Investment in the construction of roads, transport, storage facilities and marketing yards not only provides direct employment but also allows farmers to sell their produce and encourages new activities such as transport and trade. 3. Promotion of small-scale and agro-based industries: Setting up dal mills, cold storages, honey collection centres and food-processing units in semi-rural areas, supported by cheap credit, will provide employment near the villages. 4. MGNREGA 2005: Under the 'Right to Work', all those who are able to work and are in need of work in rural areas are guaranteed 100 days of employment in a year by the government; if the government fails to provide it, an unemployment allowance is given. 5. Expansion of services: Every state or region needs teachers, doctors, health workers, anganwadi workers and tourism-related services, which can create a large number of rural jobs.
