  • क्षमता एवं परिणाम-आधारित पाठ्यक्रम — भारी-भरकम विषयवस्तु के स्थान पर (NEP-2020 के अनुरूप)।
  • आधारभूत साक्षरता व संख्यात्मकता (FLN) — कक्षा 3 तक गतिविधि-आधारित शिक्षण द्वारा।
  • बहुविषयक एवं लचीली विषय-चयन व्यवस्था तथा कक्षा 6 से व्यावसायिक शिक्षा का समावेश।
  • तकनीक-समन्वित मिश्रित शिक्षण (DIKSHA, PM e-Vidya) से डिजिटल खाई को पाटना।

संगठनात्मक व्यवहार (Organisational Behaviour) की अवधारणा

संगठनात्मक व्यवहार, संगठन में व्यक्तियों एवं समूहों के व्यवहार तथा पारस्परिक अंतःक्रिया का व्यवस्थित अध्ययन है, जिसका उद्देश्य संगठनात्मक प्रभावशीलता में सुधार करना है।

  • यह तीन स्तरों पर व्यवहार का अध्ययन करता है — व्यक्तिगत (प्रत्यक्षीकरण, अभिप्रेरणा, व्यक्तित्व), समूह (संप्रेषण, नेतृत्व, टीमवर्क) एवं संरचनात्मक (संगठन-अभिकल्प, संस्कृति, नीति)।
  • यह मनोविज्ञान, समाजशास्त्र एवं प्रबंधन विज्ञान से जुड़ा अंतर-विषयक क्षेत्र है।
  • शैक्षिक संस्थानों में यह प्रशासकों को शिक्षक अभिप्रेरणा, स्टाफ संघर्ष, संप्रेषण-प्रतिमान एवं निर्णय-प्रक्रिया समझने में सहायक है।

संगठनात्मक संतुलन का सिद्धान्त (बर्नार्ड-साइमन)

चेस्टर बर्नार्ड द्वारा प्रस्तुत तथा हर्बर्ट साइमन द्वारा विस्तारित इस सिद्धान्त में संगठन को, संगठन द्वारा दिए गए प्रलोभनों (inducements) तथा सदस्यों द्वारा दिए गए योगदानों (contributions) के बीच विनिमय-तंत्र के रूप में देखा गया है।

  • प्रलोभन — वेतन, प्रतिष्ठा, नौकरी की सुरक्षा, मान्यता, संगठन द्वारा दिए गए विकास के अवसर।
  • योगदान — सदस्यों द्वारा दिया गया प्रयास, कौशल, निष्ठा एवं समय।
  • जब प्रलोभन, अपेक्षित योगदान के बराबर या अधिक माने जाते हैं, तब संतुलन स्थापित होता है और सदस्य स्वेच्छा से भागीदारी जारी रखते हैं।
  • यदि प्रलोभन अपेक्षित योगदान से कम हों, तो असंतोष, अनुपस्थिति अथवा त्याग-पत्र जैसी स्थितियाँ उत्पन्न होकर संगठनात्मक संतुलन बिगाड़ देती हैं।
  • सिद्धान्त यह स्पष्ट करता है कि कोई भी संगठन तभी तक जीवित रहता है जब तक वह देने और लेने के बीच यह गतिशील संतुलन बनाए रखता है।

शैक्षिक संस्थानों के लिए इसका तात्पर्य है कि प्रधानाचार्य/प्रशासक को शिक्षकों के कार्यभार/योगदान एवं पर्याप्त प्रोत्साहन, मान्यता तथा व्यावसायिक विकास के बीच निरंतर संतुलन बनाए रखना चाहिए ताकि अभिप्रेरणा एवं संस्थागत स्थिरता बनी रहे।

  • तकनीकी प्रगति — ICT, ई-गवर्नेंस, ऑनलाइन शिक्षण एवं डिजिटल अभिलेखीकरण ने योजना, निगरानी व संप्रेषण को बदल दिया है।
  • वैश्वीकरण — अंतर्राष्ट्रीय सहयोग, आदान-प्रदान कार्यक्रम एवं वैश्विक दक्षताओं की आवश्यकता पाठ्यक्रम व प्रशासनिक नीति को प्रभावित करती है।
  • विकेन्द्रीकरण एवं लोकतंत्रीकरण — विद्यालय प्रबंधन समिति (SMC), PTA तथा पंचायती राज के माध्यम से सहभागी प्रबंधन।
  • नीतिगत सुधार — NEP-2020, RTE अधिनियम 2009 एवं समावेशी शिक्षा हेतु संरचना व पहुँच-मानकों का पुनर्गठन आवश्यक।
  • गुणवत्ता आश्वासन एवं जवाबदेही — NAAC, NBA जैसी मान्यता संस्थाएँ परिणाम-आधारित, गुणवत्तापूर्ण प्रशासन हेतु प्रेरित करती हैं।
  • मानव संसाधन विकास — शिक्षकों का सतत व्यावसायिक विकास, सेवाकालीन प्रशिक्षण एवं कार्य-निष्पादन मूल्यांकन।
  • वित्तीय सीमाएँ एवं संसाधन जुटाव — विविधीकृत वित्त-पोषण, मितव्ययी प्रबंधन एवं वित्तीय पारदर्शिता की आवश्यकता।
  • सामाजिक-सांस्कृतिक विविधता — बहुभाषी, बहुसांस्कृतिक एवं समावेशी आवश्यकताओं (लिंग, दिव्यांगता, सामाजिक-आर्थिक पृष्ठभूमि) को समायोजित करना।
  • आँकड़ा-आधारित निर्णय-प्रक्रिया — प्रबंध सूचना प्रणाली (MIS) एवं लर्निंग एनालिटिक्स का उपयोग।
  • हितधारक भागीदारी — अभिभावक, समुदाय एवं उद्योग जगत की संस्थागत शासन में बढ़ती भूमिका।

अतः ये सभी कारक यह अपेक्षा करते हैं कि शिक्षा प्रशासन कठोर व नौकरशाही न होकर लचीला, तकनीक-सक्षम, सहभागी एवं जवाबदेह हो।

  • प्राचार्य/संस्था प्रधान द्वारा शिक्षण-अधिगम एवं प्रशासनिक प्रक्रियाओं की पर्यवेक्षण एवं निरीक्षण
  • लेखा, शुल्क संग्रहण एवं व्यय का आंतरिक अंकेक्षण (audit)

बाह्य जाँच एवं नियंत्रण

  • सरकारी विभाग — शिक्षा निदेशालय, राज्य/केंद्र मंत्रालय द्वारा निरीक्षण।
  • नियामक/सांविधिक संस्थाएँ — UGC, NCTE, AICTE, राज्य बोर्ड द्वारा मानक निर्धारण।
  • मान्यता प्रदाता संस्थाएँ — NAAC, NBA द्वारा संस्थागत गुणवत्ता मूल्यांकन।
  • सरकारी सहायता प्राप्त संस्थानों हेतु भारत के नियंत्रक-महालेखा परीक्षक (CAG) द्वारा वित्तीय अंकेक्षण।
  • न्यायपालिका — शैक्षिक अधिकारों व कानूनों (जैसे RTE अधिनियम) के अनुपालन की सुनिश्चितता।

शैक्षिक वित्त प्रबन्धन से तात्पर्य शैक्षिक संस्थाओं के सुचारु संचालन हेतु आवश्यक वित्तीय संसाधनों के जुटाव, आवंटन एवं उपयोग से है — जिसमें अवसंरचना, वेतन, शिक्षण-अधिगम सामग्री एवं प्रशासनिक व्यय शामिल हैं। इसमें बजट-निर्माण, लेखांकन, अंकेक्षण एवं वित्तीय नियोजन शामिल है ताकि सीमित संसाधनों का अधिकतम शैक्षिक उपयोग सुनिश्चित हो सके।

प्राइवेट ट्रस्ट संस्था में आय के स्रोत

  • सीमित वित्तीय संसाधनों के इष्टतम एवं नियोजित उपयोग को सुनिश्चित करता है।
  • वित्तीय नियंत्रण का साधन है तथा फिजूलखर्ची को रोकता है।
  • संस्थागत लक्ष्यों के अनुरूप अवसंरचना, शैक्षणिक कार्य एवं कल्याण जैसी प्राथमिकताएँ तय करने में सहायक है।

संगठनात्मक माहौल किसी संस्था के आंतरिक वातावरण की अपेक्षाकृत स्थायी गुणवत्ता है, जैसा कि सदस्यों द्वारा अनुभव किया जाता है और जो उनके व्यवहार को प्रभावित करता है। हैल्पिन एवं क्रॉफ्ट ने माहौल को मुक्त (open) (उच्च विश्वास, सहयोग, कम नियंत्रण) से लेकर बंद (closed) (कम विश्वास, कठोर नियम, उच्च नियंत्रण) तक वर्गीकृत किया, जिनके मध्य स्वायत्त, नियंत्रित, पारिवारिक एवं पैतृक प्रकार आते हैं।

शिक्षण पर प्रभाव
