2. The Panchayati Raj System
Panchayat — a village council; the system is called Panchayati Raj, a form of self-government that brings governance closer to the people.

Together, these three institutions cover almost all aspects of rural life: agriculture, housing, roads, water, education, healthcare, social welfare and culture.
3. Gram Panchayat
The Gram Sabha — all adult voters of a village (or group of villages) — directly elects the Gram Panchayat. Its elected head is called the Sarpanch (or Pradhan).
Dnyaneshwar Kamble, a transgender Sarpanch in Maharashtra, defeated six candidates with the motto "service to the village is service to the public." Vandana Bahadur Maida became the first female Sarpanch of her Bhil village in Madhya Pradesh, defying patriarchal norms.
4. Panchayat Samiti & Zila Parishad
The Panchayat Samiti (block level) links Gram Panchayats to the Zila Parishad (district level) — coordinating development plans and channeling funds for schemes like the Pradhan Mantri Gram Sadak Yojana (all-weather rural roads).
At all three levels, one-third of seats are reserved for women — plus special provisions for disadvantaged groups to make sure their voices are heard.
5. Children in Governance
The Child-Friendly Panchayat Initiative encourages children's participation through Bal Sabhas and Bal Panchayats.
In Maharashtra, Bal Panchayats have helped eliminate child labour and child marriage, bringing many children back to school. Rajasthan's "Children's Parliament" (ages 8–14) held mock elections with voter ID cards, and won the World's Children's Honorary Award in 2001!
6. Ancient Roots
India's tradition of structured local governance is very old:

Kauṭilya (also known as Chāṇakya) wrote the Arthaśhāstra — a text on governance and statecraft — about 2,300 years ago!
