What is meant by green revolution?हरित क्रांति से क्या अभिप्राय है ?

Green Revolution refers to the sharp rise in agricultural output in India after 1966–67, achieved by using High Yielding Variety (HYV) seeds together with chemical fertilisers, assured irrigation, pesticides and modern machinery. It began with wheat in Punjab, Haryana and western Uttar Pradesh under the guidance of Dr. M. S. Swaminathan, and it made India self-sufficient in foodgrains.

हरित क्रांति से अभिप्राय भारत में 1966–67 के बाद कृषि उत्पादन में हुई तीव्र वृद्धि से है, जो अधिक उपज देने वाली किस्मों (HYV) के बीजों के साथ रासायनिक उर्वरक, सुनिश्चित सिंचाई, कीटनाशक तथा आधुनिक कृषि यंत्रों के प्रयोग से संभव हुई। इसकी शुरुआत डॉ. एम. एस. स्वामीनाथन के मार्गदर्शन में पंजाब, हरियाणा तथा पश्चिमी उत्तर प्रदेश में गेहूँ से हुई और इसने भारत को खाद्यान्न में आत्मनिर्भर बनाया।

Cottage industries face shortage of capital and costly credit, use of old tools and outdated techniques, irregular supply of quality raw material, weak marketing arrangements and dependence on middlemen. They also suffer from severe competition from large-scale and imported goods, lack of trained workers, poor power supply and low quality standardisation, which keeps their earnings very low.

कुटीर उद्योगों के सामने पूँजी का अभाव व महँगा ऋण, पुराने औजार व पिछड़ी तकनीक, कच्चे माल की अनियमित एवं निम्न गुणवत्ता वाली आपूर्ति, कमजोर विपणन व्यवस्था तथा बिचौलियों पर निर्भरता जैसी समस्याएँ हैं। इन्हें बड़े उद्योगों तथा आयातित वस्तुओं से कड़ी प्रतिस्पर्धा, प्रशिक्षित श्रमिकों की कमी, बिजली की अनियमित आपूर्ति और गुणवत्ता मानकीकरण के अभाव का भी सामना करना पड़ता है, जिससे इनकी आय बहुत कम रह जाती है।

Foreign Direct Investment (FDI) is investment made by a firm or individual of one country in the productive assets of another country, with a lasting interest and a share in management and control. It comes as a new (greenfield) unit, a joint venture, or acquisition of shares in an existing company, and brings capital, technology and managerial skill. In India, FDI is allowed through the automatic route and the government route.

प्रत्यक्ष विदेशी निवेश (FDI) से आशय एक देश की फर्म या व्यक्ति द्वारा दूसरे देश की उत्पादक परिसंपत्तियों में किए गए ऐसे निवेश से है जिसमें स्थायी हित तथा प्रबंध व नियंत्रण में हिस्सेदारी होती है। यह नई इकाई (ग्रीनफील्ड), संयुक्त उपक्रम अथवा विद्यमान कंपनी के अंशों के अधिग्रहण के रूप में आता है और इसके साथ पूँजी, तकनीक व प्रबंधकीय कौशल भी आते हैं। भारत में FDI स्वचालित मार्ग तथा सरकारी मार्ग द्वारा अनुमत है।

Madhya Pradesh has an agriculture-dominated economy; a large part of its workforce depends on farming of wheat, soybean, gram and pulses, and the state leads the country in soybean and pulses. It is rich in minerals such as coal, limestone, diamond and manganese, and in forest wealth. Per capita income is below the national average, industrialisation is uneven and concentrated around Indore, Bhopal, Jabalpur and Gwalior, while tourism and organic farming are fast-growing sectors.

Meaning

Natural resources are the free gifts of nature — land, soil, water, forests, minerals, energy sources, wildlife and climate — which human beings use to satisfy their wants. They become "resources" only when technology and human effort make them usable. They are of two kinds: renewable (forest, water, solar, wind) and non-renewable (coal, petroleum, iron ore).

Importance in the Indian economy

  • Base of agriculture: Fertile alluvial and black soils, monsoon rainfall and river systems support the farming on which nearly half the workforce depends.
  • Raw material for industry: Iron ore, coal, bauxite, limestone and cotton feed the steel, cement, aluminium and textile industries.
  • Energy supply: Coal supplies the bulk of thermal power; hydel, solar and wind resources are the base of the renewable-energy programme.
  • Employment and livelihood: Farming, fishing, forestry, mining and quarrying give direct employment to crores of people, especially tribal and rural households.
  • Government revenue and exports: Royalties on minerals, and exports of iron ore, tea, spices and marine products earn revenue and foreign exchange.
  • Regional development: Resource-rich belts such as Chhota Nagpur and the Vindhya region became industrial centres because of their minerals.

Conclusion

Natural resources are the real foundation of national wealth, but over-exploitation causes deforestation, falling water tables and pollution. Their planned, conservation-based use is essential for sustainable development.

प्राकृतिक संसाधन प्रकृति के निःशुल्क उपहार हैं — भूमि, मृदा, जल, वन, खनिज, ऊर्जा स्रोत, वन्य जीव तथा जलवायु — जिनका उपयोग मनुष्य अपनी आवश्यकताओं की पूर्ति हेतु करता है। ये तभी "संसाधन" बनते हैं जब तकनीक व मानव प्रयास इन्हें उपयोगी बना दें। ये दो प्रकार के होते हैं : नवीकरणीय (वन, जल, सौर, पवन) तथा अनवीकरणीय (कोयला, पेट्रोलियम, लौह अयस्क)।

भारतीय अर्थव्यवस्था में महत्त्व

  • कृषि का आधार : उपजाऊ जलोढ़ व काली मिट्टी, मानसूनी वर्षा तथा नदी तंत्र उस कृषि को आधार देते हैं जिस पर लगभग आधी श्रमशक्ति निर्भर है।
  • उद्योगों हेतु कच्चा माल : लौह अयस्क, कोयला, बॉक्साइट, चूना-पत्थर व कपास से इस्पात, सीमेंट, एल्युमिनियम तथा वस्त्र उद्योग चलते हैं।
  • ऊर्जा की आपूर्ति : कोयले से अधिकांश तापीय विद्युत मिलती है; जल, सौर व पवन संसाधन नवीकरणीय ऊर्जा कार्यक्रम का आधार हैं।

Meaning of agricultural production

Agricultural production means the total output of crops, horticulture, animal husbandry, fishery and forestry obtained in a given period by combining land, labour, capital and technology. It is measured in two ways — total production (quantity harvested, e.g. tonnes of wheat) and productivity or yield (output per hectare). India's foodgrain production has risen from about 51 million tonnes in 1950–51 to over 330 million tonnes at present.

Importance of Indian agriculture

  • Share in employment: Agriculture and allied activities still employ nearly 45–46 per cent of the total workforce.
  • Contribution to national income: It contributes roughly 17–18 per cent of Gross Value Added, which is large for a single sector.
  • Food security: It supplies foodgrains, pulses, oilseeds, milk, fruits and vegetables to a population of more than 140 crore.
  • Supply of raw material: Cotton, jute, sugarcane, oilseeds and tobacco are the raw material of textile, sugar and food-processing industries.
  • Market for industry: Rural demand for fertilisers, tractors, pumps, cement and consumer goods keeps industry running.
  • Foreign exchange: Rice, spices, tea, coffee, marine products and cotton are important export items.
  • Government revenue and transport: Land revenue, mandi fees and the movement of farm goods support state finances and the railways.

Conclusion

Agriculture is the backbone of the Indian economy. Raising productivity through irrigation, better seeds, credit, storage and remunerative prices is essential for balanced growth.

कृषि उत्पादन का अर्थ

कृषि उत्पादन से आशय एक निश्चित अवधि में भूमि, श्रम, पूँजी तथा तकनीक के संयोग से प्राप्त फसलों, बागवानी, पशुपालन, मत्स्य पालन एवं वानिकी के कुल उत्पादन से है। इसे दो प्रकार से मापा जाता है — कुल उत्पादन (उपज की मात्रा, जैसे गेहूँ के टन) तथा उत्पादकता या प्रति हेक्टेयर उपज। भारत का खाद्यान्न उत्पादन 1950–51 के लगभग 51 मिलियन टन से बढ़कर वर्तमान में 330 मिलियन टन से अधिक हो गया है।

भारतीय कृषि का महत्त्व

  • रोजगार में हिस्सा : कृषि एवं सहायक क्रियाएँ आज भी कुल श्रमशक्ति के लगभग 45–46 प्रतिशत को रोजगार देती हैं।
  • राष्ट्रीय आय में योगदान : सकल मूल्य वर्धन में इसका योगदान लगभग 17–18 प्रतिशत है, जो एक अकेले क्षेत्र के लिए बहुत अधिक है।

Meaning of agricultural insurance

Agricultural insurance is a contract under which an insurer, in return for a premium, compensates the farmer for loss of crop, livestock or farm assets caused by natural calamities such as drought, flood, hailstorm, cyclone, pests and diseases. It transfers the risk of an uncertain harvest from the individual cultivator to a large pool, and so protects farm income.

Pradhan Mantri Fasal Bima Yojana (PMFBY)

Launched on 13 February 2016 and implemented from the Kharif 2016 season, it replaced the earlier NAIS and MNAIS schemes. The farmer's share of premium is only 2 per cent for Kharif crops, 1.5 per cent for Rabi crops and 5 per cent for commercial and horticultural crops; the rest is shared by the Central and State Governments.

Objectives

  • To give financial support to farmers suffering crop loss or damage from unforeseen events.
  • To stabilise farm income so that cultivators continue farming instead of leaving it after a bad year.
  • To encourage farmers to adopt modern and innovative practices without fear of loss.
  • To ensure the flow of institutional credit to agriculture and reduce dependence on moneylenders.
  • To cover the whole crop cycle — prevented sowing, standing crop, post-harvest losses and localised calamities.
  • To make claim settlement quick and transparent using smartphones, remote sensing and drones for crop-cutting experiments.

Conclusion

PMFBY works as a safety net for the Indian farmer. Its success depends on timely enrolment, correct yield estimation and speedy payment of claims.

कृषि बीमा का अर्थ

कृषि बीमा एक ऐसा अनुबंध है जिसमें बीमाकर्ता प्रीमियम के बदले किसान को सूखा, बाढ़, ओलावृष्टि, चक्रवात, कीट व रोग जैसी प्राकृतिक आपदाओं से फसल, पशुधन अथवा कृषि परिसंपत्तियों को हुई हानि की क्षतिपूर्ति करता है। यह अनिश्चित उपज के जोखिम को अकेले किसान से हटाकर एक बड़े समूह पर बाँट देता है और इस प्रकार कृषि आय की रक्षा करता है।

प्रधानमंत्री फसल बीमा योजना (PMFBY)

यह 13 फरवरी 2016 को आरंभ की गई तथा खरीफ 2016 से लागू हुई; इसने पूर्ववर्ती NAIS व MNAIS योजनाओं का स्थान लिया। किसान का प्रीमियम अंश केवल खरीफ फसलों हेतु 2 प्रतिशत, रबी फसलों हेतु 1.5 प्रतिशत तथा वाणिज्यिक व बागवानी फसलों हेतु 5 प्रतिशत है; शेष भार केंद्र व राज्य सरकारें वहन करती हैं।

उद्देश्य

  • अप्रत्याशित घटनाओं से फसल हानि झेलने वाले किसानों को वित्तीय सहायता देना।
  • कृषि आय को स्थिरता देना ताकि खराब वर्ष के बाद किसान खेती छोड़ न दें।
  • किसानों को हानि के भय के बिना आधुनिक व नवाचारी कृषि पद्धतियाँ अपनाने हेतु प्रोत्साहित करना।
  • कृषि में संस्थागत साख का प्रवाह सुनिश्चित करना तथा साहूकारों पर निर्भरता घटाना।
  • संपूर्ण फसल चक्र को कवर करना — बुवाई न हो पाना, खड़ी फसल, कटाई-उपरांत हानि तथा स्थानीय आपदाएँ।
  • स्मार्टफोन, सुदूर संवेदन व ड्रोन के प्रयोग से दावा निपटान को शीघ्र एवं पारदर्शी बनाना।

Explain the main elements of the new industrial policy 1991 in India.भारत में नई औद्योगिक नीति, 1991 के मुख्य तत्वों को स्पष्ट कीजिए ।

ANSWERउत्तर

The New Industrial Policy was announced on 24 July 1991 by the Narasimha Rao government to end the licence-permit raj and open the economy. Its main elements are:

1. Abolition of industrial licensing

Licensing was removed for all industries except a short list (originally 18, now only 4–5 such as tobacco, defence equipment, industrial explosives, hazardous chemicals). Investment decisions were left to entrepreneurs.

2. Reduced role of the public sector

The number of industries reserved for the public sector was cut from 17 to 8, and later to two (atomic energy and railway operations). The policy emphasised strategic, high-technology and essential infrastructure areas for the state.

3. Disinvestment

Government equity in selected public sector undertakings was offered to mutual funds, financial institutions and the public, to raise resources and improve efficiency.

4. Liberalised foreign investment and technology

Automatic approval was given for FDI up to 51 per cent in 34 high-priority industries (later raised sector-wise up to 100 per cent), and automatic permission for foreign technology agreements.

5. Reform of MRTP Act

The pre-entry restrictions on large "MRTP houses" for expansion, merger and amalgamation were removed; the focus shifted to controlling unfair trade practices.

6. Sick units and labour

Sick public sector units were referred to the BIFR, and a National Renewal Fund was set up to protect and retrain retrenched workers.

Conclusion

The policy replaced regulation by competition and made Indian industry more efficient and globally connected, though critics point to job losses and the neglect of small units.

नई औद्योगिक नीति 24 जुलाई 1991 को नरसिम्हा राव सरकार द्वारा लाइसेंस-परमिट राज को समाप्त कर अर्थव्यवस्था खोलने हेतु घोषित की गई। इसके मुख्य तत्व निम्नलिखित हैं :

1. औद्योगिक लाइसेंसिंग की समाप्ति

कुछ चुनिंदा उद्योगों (प्रारंभ में 18, अब केवल 4–5 जैसे तम्बाकू, रक्षा उपकरण, औद्योगिक विस्फोटक, खतरनाक रसायन) को छोड़कर सभी उद्योगों से लाइसेंस हटा दिया गया। निवेश के निर्णय उद्यमियों पर छोड़ दिए गए।

2. सार्वजनिक क्षेत्र की भूमिका में कमी

सार्वजनिक क्षेत्र हेतु आरक्षित उद्योगों की संख्या 17 से घटाकर 8 और बाद में दो (परमाणु ऊर्जा व रेल परिचालन) कर दी गई। नीति ने राज्य के लिए सामरिक, उच्च-तकनीक व आवश्यक अवसंरचना क्षेत्रों पर बल दिया।

3. विनिवेश

चुनिंदा सार्वजनिक उपक्रमों की सरकारी हिस्सेदारी म्यूचुअल फंड, वित्तीय संस्थाओं व जनता को दी गई, ताकि संसाधन जुटें और कार्यकुशलता बढ़े।

4. विदेशी निवेश व तकनीक का उदारीकरण

34 उच्च प्राथमिकता वाले उद्योगों में 51 प्रतिशत तक FDI हेतु स्वचालित स्वीकृति दी गई (बाद में क्षेत्रवार 100 प्रतिशत तक), तथा विदेशी तकनीकी समझौतों हेतु स्वतः अनुमति दी गई।

5. MRTP अधिनियम में सुधार

बड़े "MRTP घरानों" पर विस्तार, विलय व समामेलन हेतु पूर्व-प्रवेश प्रतिबंध हटा दिए गए; ध्यान अनुचित व्यापार व्यवहारों के नियंत्रण पर केंद्रित हुआ।

6. रुग्ण इकाइयाँ एवं श्रम

रुग्ण सार्वजनिक इकाइयाँ BIFR को सौंपी गईं तथा छँटनी किए गए श्रमिकों की सुरक्षा एवं पुनःप्रशिक्षण हेतु राष्ट्रीय नवीकरण कोष बनाया गया।

निष्कर्ष

इस नीति ने नियंत्रण के स्थान पर प्रतिस्पर्धा को रखा और भारतीय उद्योग को अधिक कुशल व वैश्विक रूप से जुड़ा बनाया, यद्यपि आलोचक रोजगार हानि तथा लघु इकाइयों की उपेक्षा की ओर संकेत करते हैं।

Meaning

Infrastructure means the basic facilities and services that support the production and distribution activities of an economy. It is divided into:

  • Economic infrastructure — transport, power, communication, irrigation, banking, storage.
  • Social infrastructure — education, health, housing, drinking water, sanitation.

Infrastructure does not directly produce consumer goods; it creates the conditions in which agriculture, industry and services can work efficiently. It is therefore called "social overhead capital".

Importance in economic development

  • Raises productivity: Power, roads and irrigation reduce costs and increase output per worker in both farm and factory.
  • Widens the market: Roads, railways, ports and telecom link villages with towns and India with world markets, encouraging specialisation.
  • Attracts investment: Investors, domestic and foreign, choose regions with reliable power, connectivity and logistics.
  • Promotes agriculture: Canals, tube wells, cold storage, warehouses and rural roads reduce wastage and give farmers better prices.
  • Creates employment: Construction of highways, metros and power projects generates large-scale direct and indirect jobs.
  • Improves human capital: Schools, hospitals and clean water raise literacy, health and efficiency of the workforce.
  • Balanced regional growth: Extending infrastructure to backward regions reduces regional inequality and migration.

Conclusion

Infrastructure is the "wheel of development". Programmes such as Bharatmala, Sagarmala, PM Gati Shakti, UDAY and the National Infrastructure Pipeline show that a country grows only as fast as its infrastructure allows.
