Different persons can have different developmental goals :
1. Reason - Different persons have different notions of development because their life situations, needs and aspirations differ. What may be development for one may not be development for the other; it may even be destructive for the other.
2. Example - Landless rural labourers want more days of work and better wages, a local school for their children and social equality.
3. Example - A prosperous farmer from Punjab wants assured high family income through higher support prices for his crops and hard-working, cheap labourers.
4. Example - A girl from a rich urban family wants as much freedom as her brother and to be able to decide her own matters.
5. Conflicting goals - The goals of two persons can even be conflicting : more electricity from a dam is development for an industrialist, but for the tribal family displaced by that dam it means loss of home and land.
6. Beyond income - People also need equal treatment, freedom, security and respect; these non-material goals matter as much as a higher income.
